New Parliament-Commission Framework Agreement

On 11 March 2026, the European Parliament (EP) approved a revised Framework Agreement between itself and the European Commission. The revision further develops an existing 2010 Agreement, reflecting over a decade of institutional practice and the evolving role of the EP during that time. The Parliament-Commission Framework Agreement establishes rules for cooperation in legislative, budgetary, and political matters. The revision was kicked off in October 2024, shortly after the EP elections. In September 2025, the EP and the Commission concluded the negotiations on the updated text.

Under the new agreement, the EP may, inter alia, call on the Commission to revise and withdraw existing legislation (negative right of initiative). In the case of urgent procedures and international agreements, stricter obligations regarding the provision of information and consultation with MEPs apply. Where the Commission proposes the provisional application of international agreements to the Council (prior to approval by the EP), it must, where possible, allow MEPs sufficient time to give their consent. Ultimately, the Agreement includes reinforced commitments to ensure a better presence of responsible Commissioners in plenary and committees, as well as the participation of the Commission in other parliamentary activities, when requested.
