In its second country report within the sixth round of mutual evaluations (focusing on the prevention of corruption at the sub-national level), GRECO acknowledged Slovakia a well-established anti-corruption and integrity system. This extends largely at the sub-national level, i.e., Bratislava and the Trenčín Self-Governing Region, which were assessed by GRECO's expert team. GRECO further states that both Bratislava and the Trenčin region have gone beyond the national framework and have developed a number of good practices. This includes ISO anti-bribery certification, transparency and integrity screening in the recruitment of employees in managerial positions, the involvement of stakeholders in the preparation of codes of ethics, and procurement procedures. Yet, GRECO made 13 recommendations for areas in which further progress is needed. These recommendations include, for instance:

• Improving coordination between national and sub-national levels in the preparation and the implementation of national anti-corruption policy document;
• Analysing integrity and corruption risks on a regular basis;
• Introducing integrity safeguards for political officials, including mayors and presidents of self-governing regions, as well as for their deputies and advisers;
• Coupling codes of ethics and conduct (for Bratislava yet to be developed) with a credible supervision and enforcement mechanism, including specific and effective sanctions/measures for violations.

Other recommendations concern awareness-raising and enforcement measures, outside activities, post-employment restrictions, rules on gifts, the review of declarations of assets, liabilities and interests, lobbying and whistleblower protection.

GRECO invited the Slovak authorities to submit a report on the measures taken to implement the recommendations by 30 September 2027. GRECO will assess these measures by its specific follow-up procedure.
