On 30 June 2026, GRECO presented its 26th annual general activity report looking back to its work and and anti-corruption achievements in the 48 GRECO member states in 2025. In its introductory remarks, President of GRECO, David Meyer, stressed that "democracy itself is at risk without a strong culture of integrity and a sustained commitment to combating corruption". He pointed out that "strong integrity systems are essential to safeguarding democratic institutions, protecting public decision-making and maintaining citizens’ trust."

GRECO's annual report for 2025 summarises the key findings, trends and selected good practices from the fourth and fifth evaluation rounds. It also provides an overview of the two thematic papers issued in 2025 on access to information and whistleblower protection in law enforcement. In addition, the report contains information on the framework for GRECO's ongoing work, the parameters for the fifth and sixth evaluation round, and GRECO's governing structures and management. This is complemented by several appendices, inter alia, on GRECO's mission, implementation statistics, and GRECO's 2025 programme.

The main findings of the report include the following:

  • There is a positive shift in countries towards embedding integrity frameworks in public administration, although the progress is sometimes slow.
  • The committment of the highest officials in central governements to lead by example and promote a culture of integrity and zero tolerance of corruption must be matched by the adoption and effective implementation of robust legal and institutional frameworks capable of preventing and combating corruption.
  • With regard to the 5th evaluation round, GRECO published 32 evaluation and compliance reports in 2025. States had fully or partly implemented 69.6% of GRECO’s recommendations concerning central governments, compared to 63% at the end of 2024. As regards law enforcement agencies, the proportion of fully or partially implemented recommendations increased from 71.7% to 77.2%.
  • With regard to the topic of anti-corruption efforts in central governments, the need for reforms in numerous areas is high in many countries, such as issues concerning the enforcement of codes of conduct for high-level government officials, supervision and oversight of integrity standards, the management of integrity risks, mechanisms to promote integrity, confidential counselling, transparency and oversight of contacts with lobbyists, etc.
  • With regard to law enforcement, GRECO's reports of the 5th evaluation round found that further progress was required in the adoption of anti-corruption and integrity policies, recruitment and appointment procedures, conflicts of interest, the prohibition or restriction of certain activities, the declaration of assets, income, liabilities, and interests, as well as oversight and enforcement.
  • Regarding the 4th evaluation round on preventing corruption concerning MPs, judges and prosecutors, GRECO closed the monitoring in respect of 36 countries in 2025. States had fully or partially implemented almost 90% of the recommendations.

GRECO's annual report finally highlights that the year 2025 also marked the launch of GRECO’s 6th evaluation round, with the first four evaluation visits to Estonia, Slovakia, Luxembourg, and Slovenia have been taking place. This new round focuses on strengthening corruption prevention and promoting integrity at the local and regional levels of government, where public authorities are closest to citizens and where transparency and accountability are essential to maintaining public trust in government institutions. The evaluation will place strong emphasis on the effective implementation of existing regulations, recognising that successful corruption prevention depends on tangible achievements.
