GRECO: Fifth Round Evaluation Report on Monaco

In its 5th round evaluation report on Monaco, published on 24 July 2024, GRECO sees room for improvements with regard to transparency and integrity of persons with top executive functions (PTEFs) and the police.

This includes that some transparency and integrity rules should be made applicable to the Sovereign Prince who actually performs key executive functions. The persons who work most closely with ministers, the Secretary of State for Justice and the Prince’s advisers should be subject to the rules of ethics and the obligation to declare interests and assets.

There is also a need to catch up with an overall anti-corruption strategy, the access to information, and the protection of whistleblowers.

GRECO acknowledged that Monaco's Directorate of Public Safety (police) has a good reputation. However, the Principality should make more efforts e.g. to ensure greater transparency in the appointment of senior officers and to put in place an overall strategy for tackling corruption within the police.
