EU-India Strategic Agenda
At the 16th EU-India Summit, which took place on 27 January 2026 in New Delhi, the EU and India agreed on a comprehensive strategic agenda that aims to further reinforce their partnership in several areas by 2030. The agenda includes commitments to a number of projects designed to significantly deepen and broaden cooperation between the two partners in the fields of justice and home affairs in the coming years. These projects include:
- Implementation of the EU-India Security and Defence Partnership (SDP), covering maritime security, cyber and hybrid threats, space and counter-terrorism;
- Conclusion of an EU-India Security of Information Agreement to facilitate the exchange of classified information and ensure stronger security and defence cooperation;
- Enhanced exchanges on hybrid threats and sharing of best practices in this area;
- Strengthened law enforcement cooperation through the implementation of the Working Arrangement between the Indian Central Bureau of Investigation (CBI) and Europol;
- Planned cooperation between relevant Indian authorities and Eurojust and the European Public Prosecutor's Office;
- Enhanced cooperation to dismantle illicit drug production and improve coordination to prevent drug trafficking.
A priority for the strengthened law enforcement cooperation will be countering terrorism. This cooperation will particularly cover countering radicalisation and violent extremism, combatting the financing of terrorism, promoting internationally agreed anti-money laundering standards, preventing the exploitation of new and emerging technologies for terrorist purposes, and tackling terrorist recruitment.
