At the end of June 2021, law enforcement and judicial authorities from Europe, the United States, and Canada, together with Europol and Eurojust, took down the web domains and server infrastructure of DoubleVPN, a virtual private network service used to compromise networks all around the world. Cybercriminals were using the service to mask the location and identities of ransomware operators and phishing fraudsters. This coordinated takedown was carried out within the framework of the European Multidisciplinary Platform Against Criminal Threats (EMPACT). EMPACT is an ad hoc management environment to develop law enforcement activities in order to achieve pre-set goals (→ eucrim 2/2021, 89-90).
