Eurojust has been hosted by the Netherlands since the beginning of its operations in 2003, with its seat located in The Hague. Over the years, cooperation with third countries has become an increasingly important element of Eurojust’s work. Since 2020, approximately 20% of newly registered Eurojust cases each year have involved a third country.

Third countries that have posted a Liaison Prosecutor to Eurojust are among the most frequently involved non-EU partners, benefiting from the possibility of systematic exchanges of personal data. Liaison Prosecutors posted at Eurojust can facilitate the opening of cases involving EU Member States and may be invited to participate in cases initiated by the Member States. Their role has become a key component of Eurojust’s operational cooperation with international partners.

Twelve Liaison Prosecutors are currently seconded to Eurojust. Against this background, and with a view to further expanding Eurojust’s network of international partners, Eurojust and the Dutch Government signed an amendment to the Agency’s Seat Agreement on 3 July 2026. The amendment supports Eurojust’s increasing cooperation with countries outside the EU, including through the continued deployment of Liaison Prosecutors seconded to the Agency.
